The Sustainable Use of Pesticides Training (SUPTraining) project aims at developing and demonstrating an innovative e-learning platform to train professional users, advisors and distributors of plant protection products (PPPs) for their sustainable use, addressing the topics specified in the framework of the 2009/128/EC Directive.

According to the European Commission (Regulation n°1107/2009, art. 6) the use of PPPs is "one of the most important ways of protecting plants and plant products against harmful organisms, including weeds, and of improving agri­cultural production".

The EC Communication on a Thematic Strategy for the Sustainable use of Pesticides (COM(2006) 372 final) mentions that “It is important to encourage a rational and precise pesticide use. Furthermore, it will be important to improve the behaviour of pesticide users (in particular professional users) who are responsible for a number of misuses including overuses, by ensuring better training and education”.

To respond to this European requirement and to facilitate the training access, it is essential to work on tools which are both easily accessible for everyone affected and adapted to their needs for training and their local contexts. The SUPTraining project aims to fulfil this objective by designing and validating an e-learning platform for training to the use of PPPs adapted to French and Italian contexts. This interactive tool will be available in English, French and Italian and will take into account the training needs and standards or special features in those countries. Professional users, and more specifically farmers, are requested to be certified for the use of certain PPPs. Hence the time constraints, economic aspects and knowledge limitations in certain areas hamper their efforts to gather the necessary information. The SUPTraining tool will address all these issues increasing their chances of certification and finally providing them with the necessary knowledge to manage the risks associated with pesticide use.



France Update on Sustainable Pesticide Use

A new tax on PPP (0.2% of sales turnover) finances as new scheme for monitoring the impact of PPP on the environment, health, food. ANSES coordinate.

New restrictions concerning pesticide use near areas with populations at risk (children, elderly, hospitals etc) will lead to risk management measures implemented to reduce drift. At the same time, the authorities revise and clarify some risk management measures for biodiversity ( permanent water buffer zones, non-target arthropods protection zones).

The “CEPP pesticide reduction certificates” are going to be experimented for a period of 5 years, starting in July 2016 to 31 December 2022 (specific law was published the 7th of October 2015). The National decree determines the precise conditions, indicators, actions providing credits, sanctions, etc and a public consultation has just been launched until 18 mai. Proposals include promotion of best application technologies, biocontrol alternatives, decision support tools etc

The new law is still awaited through senate Mardi 10 mai 2016, le Sénat entame l'examen en deuxième lecture du projet de loi, adopté avec modifications par l'Assemblée nationale en deuxième lecture, pour la reconquête de la biodiversité, de la nature et des paysages.

More than 80% of empty PPP packs are now collected and also a good development for collection of other waste items (big bags from fertilizers, plastics films, seed bags etc…).

A used PPE collection will start soon; farmers will have the possibility to have this material collected by the distributors.

France intends to push faster all the discussion around the revision of the ISO norm 27065 on pesticide PPEs and aims to legislate on transversal PPE recommendations.

Recognized as a national leader, INVIVO CAMPUS covers all concerned including public : farmers, consultants and vendors, key players in agriculture. These audiences represent the largest cooperatives and French firms such as : BAYER, MONSANTO, LIMAGRAIN or AGRIAL All productions are thus affected by the training carried out in France : plant, animal, wine production giving INVIVO CAMPUS expertise recognized by all the actors of the agricultural world.


    A new dynamic to an ambitious project

  • The European Consortium Servizi Affari e Finanza (CESAF) was founded in 1999 as a response to the need in the Piedmont Region of specific assistance both in adult training that in consulting and specific and qualified assistance for private and public sector. CESAF is credited by Piedmont Region and certificated UNI EN ISO 9001:2000 for the planning and provision of adult and vocational training courses. <br>
Since 2004, it became also an Authorized Training Agency. To reach its social aim and facilitate the achievement of common goals, CESAF has therefore developed a network of contacts and relationships between businesses, government agencies and professionals. After 13 years of activity, through a stable organization composed by internal experts and several external professionals CESAF is able to provide integrated training and consulting. From 1999 to present, the Consortium has completed several projects primarily regarding the vocational training sector.<br>
Main educational activities include courses of different duration and nature (Agricultural, Language, Information Technologies, Communication) for adults (more than 18 years old). All these activities are courses financed by local or EU Public Authorities (European Social Fund or similar founds) for adults or private courses created and developed ad hoc for many private companies and bodies.<br>
In particular CESAF has a specific competence in Agricultural area thanks to cooperation with some companies’s associated in this area.
During the last 3 years, CESAF has done a lot of courses (about 30-40 per year) in Agricultural area. Most of these courses were dedicated to the use of pesticide in agricultural following the National Legislation.<br>


    The European Consortium Servizi Affari e Finanza

  • UCSC (<a href="" target="_blank"></a>) is the largest private university in Europe with more than 25.000 students and is participating in the SUPTraining project on behalf of the research group OPERA ( The Faculty of Agriculture, Food and Environmental Sciences is located in the hearth of the agricultural area and agrifood business of Europe. It has more than 5000 students, 15 department doing education and research. The lab and fields facilities are fully equipped for working on environmental from lab- to bench-scale and with access to work with stable and radio-isotope compounds incl. several GLC, GLC/MS, EA-irmMS and GLC-C-irmMS systems. Facilities for radiolabelled compounds, genetic assessment is available. Expertise and equipment is available with access to informatics.<br>
OPERA is an European Observatory for the Implementation of the Sustainable Agriculture with specific objective to assist the pan-European implementation of the new legislative framework. It is based in Piacenza for the research and training and in Brussels acting as think tank.  The main core of activities are based on Sustainable Use Directive and since 2000 a lot of investigation, reflection paper, guidelines and publications have been produced for different stakeholders.<br>
UCSC has an internationally recognized PhD School called AGRYSISTEM  in which currently 150 PhD students are organized. It is the unique PhD school in Europe integrating Food Science, Food Economy and Food Law. Prof. Ettore Capri is involved in training and supervision.<br>
Research and academic activities are carried out in compliance with international and national certification protocol of quality and traceability.
